In 2011 the Indiana General Assembly introduced and helped enact House Bill 1402 and Senate Bill 590. These bills made it a law that undocumented students living in Indiana had to pay out-of-state tuition, and were ineligible for any state financial aid, including merit and service based scholarships. In response to the overwhelmingly amount of barriers placed on undocumented students pursuing higher education, the Indiana Undocumented Youth Alliance established a scholarship fund to help undocumented students attend college. As a youth-led organization, IUYA awarded the first two $500 scholarships in 2012. In 2016 IUYA granted seven $1000 scholarships.
